Holiday Office Closures

Additionally, CGRS's offices will be closed December 24-25 and December 31-January 1.Existing TA users will not be impacted and can access resources as usual; but legal advocates applying for a new account will not be approved until our offices reopen. If you or a colleague is considering accessing CGRS TA, please register for an account before December 24 to ensure access.

TA Program New Resources and Upcoming Trainings

CGRS regularly adds new resources to the TA Library, schedules upcoming trainings, and makes technical improvements and updates to our site. Keep an eye on this page for program updates!

Please note that the resources listed below are limited to those authored by CGRS or universal expert declarations provided by CGRS. Our TA Library also includes a wide range of third-party materials such as sample briefs, unpublished decisions, and resources authored by other organizations. We encourage you to check the TA Library regularly for new and helpful resources.

Events and Trainings

CGRS regularly offers events and trainings on refugee law, policy, and human rights. These are generally open to the public, including advocates, legal and social service providers, students, and community members. If your organization is interested in collaborating on an event or training, please contact us at cgrs-ca@uclawsf.edu.

Responding to ACA-Based Pretermissions: Practice Advisory and Sample Opposition Brief

This advisory provides background information on motions to pretermit due to ACAs, strategies for responding, and a sample opposition brief. We will be updating our pretermission guidance on a rolling basis, new updates will immediately be posted in the TA Library.

This advisory also offers practice pointers and strategies for framing gender-based and domestic violence claims to maximize the possibility of a grant and safeguard against additional negative shifts in the legal landscape.

December 2025 - Updated ACA pretermission practice advisory and sample materials

CGRS will be continually monitoring and updating our ACA pretermission guidance materials, including templates specific to ACA removal countries that advocates can tailor to the facts of their client's case and use to oppose DHS motions.

December 2025 - Report pretermissions and help other advocates

CGRS is tracking pretermissions (whether the motion was granted or denied) in order to determine what kind of TA and training materials would be helpful for advocates. If relief was denied based on a granted motion to pretermit, you can select Pretermitted under Reason for asylum when reporting an outcome. If the IJ denied the motion, please provide any relevant details in the Additional Information section.

Have questions about navigating the TA Library, Expert Witness Database, IJ Dashboard, or other parts of the CGRS site? Drop by CGRS Site Office Hours, held every Tuesday on Zoom from 10-11am PT to get live assistance on how to best leverage CGRS resources. Please note that these office hours are not an opportunity to discuss case-related legal questions. (Zoom link)

September 2025 - Case intake updated for conditions for alternate countries where applicant fears return

If your client fears return to a country other than their country of origin, you can now access relevant country conditions and universal declarations in the TA Library. When filling out the case intake form, you can specify up to three additional countries where the applicant has a fear of return; when you access the TA Library, you will be able to see all relevant resources we have.

If the fear is related to a case already registered for CGRS, you can edit the case record to add the additional countries; the TA Library will be automatically updated once you save your changes.
