Felipe Navarro

Associate Director of Policy and Advocacy

Felipe works to advance rights-based policy solutions to protect migrants and refugees across the Americas, including in the context of climate displacement. At CGRS, he leads advocacy initiatives at national and international levels and directs the organization’s Spanish-language public education efforts. His work spans research, advocacy before international bodies, and U.S. federal advocacy, and he frequently speaks on regional migration and refugee protection, climate displacement, and U.S. border policy in academic, advocacy, and media settings.

Before joining CGRS, Felipe served as a Department of Justice–accredited representative at Catholic Charities of San Francisco, where he provided direct legal services, community outreach, and public education to immigrant communities in San Mateo County, California. He also worked at the Center for Justice and Accountability, contributing to litigation on serious human rights violations across Latin America.
